미국의 오바마 대통령은 2012년 12월 22일 존·케리 상원 외교 위원장을 클린턴 국무장관의 후임으로 지명한다고 발표했다.

오바마대통령은 존·케리 상원 외교 위원장은 오랫동안 전세계의 지도자의 존경과 신뢰를 얻어 왔다. 그는 국무장관이 되기 위한 훈련을 그다지 받을 필요는 없을 것이다」라고 말하면서 존·케리 상원의원장에 대한 깊은 신뢰감을 표시했다.

존·케리 상원의원은 2004년의 대통령 선거에서 부시씨에게 패배한 이후 상원외교위원장을 맡아 왔으며 오랜 세월동안 외교통으로서 명성을 떨친 바 있다.

오바마대통령은 존·케리상원의원을 아프가니스탄 등 여러 나라에 대통령특사로 파견하여 그의 탁월한 외교능력을 인정받았다.
오바마대통령은 당초 자신의 심복 라이스 유엔 대사의 지명을 시도했지만 야당인 공화당의 반발로 좌절됐다.
결국, 공화당과도 관계가 좋은 케리씨의 지명하게 된 것이다.

The appointment of Mr. Kerry, a Massachusetts Democrat and his party’s former presidential nominee in 2004, has been widely expected since last week, when Susan E. Rice, the ambassador to the United Nations, asked Mr. Obama to withdraw her candidacy for the post.
Ms. Rice had come under weeks of attack from Republicans in Congress over her role in the aftermath of the deadly attack on the United States mission in Benghazi, Libya.
